Just a note on elven language, its probably one of the hardest languages and I think I read its almost impossible to learn and speak fluently, even if its a bonus int language.

It's also a language spoken by the characters not the players.

To be fair, even if it was learned by players, it isn't that difficult.  It was based off of a northern european language, for all it's grammatical rules.  In any case, as ObViews said, it's the characters that speak it.  And it's not -that- difficult to learn.  It's just like any other language except the secret ones (ie: Druidic).

Wow that's a nice list of languages to add to characters for flavor!
Now if only something could be done to have Elven not be the equivalent of Common(spoken perfectly by everyone and their dog) anymore.

Quenyan, Sindarin... etc.  The Elven languages from Middle-Earth differ I think from the many, many different ones of Toril.

i'm almost pretty certain there are schools where you can actually learn tolkiens elven language.  it's like Elven 101
